From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Environmental and Historic Preservation (EHP) Specialist to support applicants participating in FEMA’s Public Assistance (PA) program. This consultant role focuses on documentation, compliance, and policy alignment under FEMA’s PA program, with particular emphasis on NEPA and Section 106 determinations.

Conduct Section 106 and NEPA determinations for FEMA PA project work
Perform EHP risk assessments for project work (PW) involving tree clearing, grading, and construction activities
Prepare and manage EHP Conditions memos during the obligation phase
Coordinate with FEMA, state agencies, and tribal historic preservation officers (SHPOs/THPOs) as needed
Review and document project scopes for environmental compliance requirements
Support applicants in responding to FEMA RFIs related to EHP compliance
Maintain organized, audit-ready EHP documentation files
Upload completed EHP documentation to the FEMA Grants Portal

Minimum 3 years of experience in NEPA compliance, Section 106, or environmental review within federal disaster recovery programs
Strong understanding of FEMA PA EHP requirements and applicable federal environmental laws
Experience preparing EHP documentation for FEMA Public Assistance projects
Proficiency with Microsoft Office Suite and document management platforms
Ability to work independently as a 1099 contractor and manage multiple project files

Experience working directly with FEMA PA program EHP staff or state recipients
Familiarity with the FEMA Grants Portal and project formulation documentation standards
Background in historic preservation, archaeology, cultural resources, or environmental science
