From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Grants Manager Specialist to support applicants participating in FEMA’s Public Assistance (PA) program. This consultant role focuses on managing the full FEMA PA grant lifecycle, with emphasis on documentation oversight, policy compliance, audit preparation, and coordination with applicant teams and government stakeholders.

  • Manage assigned applicant grant portfolios across all phases of the FEMA PA lifecycle
  • Oversee documentation strategy, milestone tracking, and file organization for assigned projects
  • Coordinate with FEMA program specialists, state recipients, and applicant staff
  • Support applicants in project formulation, versioning, appeals, and closeout activities
  • Ensure all grant documentation meets PAPPG requirements and is audit-ready
  • Prepare grant status summaries, progress reports, and portfolio dashboards
  • Monitor obligation status, reimbursement timelines, and compliance deadlines
  • Upload grant documentation to the FEMA Grants Portal and track submission status
  • Minimum 5 years of experience in FEMA PA grants management or federal disaster recovery grants
  • Comprehensive knowledge of the FEMA PA lifecycle from damage assessment through final closeout
  • Experience managing complex grant portfolios for public entities or nonprofits
  • Proficiency with the FEMA Grants Portal, Microsoft Office Suite, and project management tools
  • Ability to work independently as a 1099 contractor and manage multiple client engagements
  • Certified Grants Management Specialist (CGMS) credential
  • Experience supporting FEMA PA appeals, large project reviews, or OIG audits
  • Advanced degree in public administration, emergency management, or public finance
