From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Mitigation Specialist to support applicants participating in FEMA’s Public Assistance (PA) program. This consultant role focuses on documentation oversight, policy compliance, audit preparation, and grant lifecycle coordination with particular emphasis on 406 mitigation measures integrated into PA project scopes.

Identify and develop 406 mitigation opportunities within eligible FEMA PA project scopes
Prepare policy-compliant mitigation narratives and cost-benefit justifications
Coordinate with technical teams, engineers, and FEMA project specialists to integrate mitigation into scope of work documents
Ensure mitigation documentation meets PAPPG requirements and audit-readiness standards
Support applicants in responding to FEMA RFIs related to mitigation proposals
Review approved mitigation measures for implementation compliance
Maintain version-controlled mitigation documentation files
Upload mitigation materials to the FEMA Grants Portal

Minimum 3 years of experience in FEMA PA mitigation, hazard mitigation planning, or related disaster recovery programs
Strong knowledge of FEMA PA policy (PAPPG) and 406 mitigation requirements
Experience developing mitigation proposals and cost-benefit analysis documentation
Proficiency with Microsoft Office Suite and document sharing platforms
Ability to work independently as a 1099 contractor

Experience with FEMA’s Hazard Mitigation Grant Program (HMGP) or similar mitigation programs
Familiarity with FEMA BCA Toolkit or cost-benefit analysis methodologies
Background in civil engineering, emergency management, or public infrastructure
