FEMA Public Assistance | Remote | 1099 Independent Contractor

From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Project Manager to support applicants participating in FEMA’s Public Assistance (PA) program. This consultant role focuses on documentation oversight, policy compliance, audit preparation, and grant lifecycle coordination for FEMA PA projects from initial scoping through final closeout.

  • Lead day-to-day coordination of FEMA PA project portfolios for assigned applicants
  • Oversee documentation strategy, file organization, and milestone tracking across all project phases
  • Coordinate with internal specialists including compliance analysts, cost estimators, and program advisors
  • Facilitate communication between applicants and FEMA or state recipient representatives
  • Ensure all project documentation meets PAPPG requirements and is audit-ready
  • Support applicants in responding to FEMA RFIs, appeals, and project amendments
  • Monitor project timelines, obligation status, and closeout requirements
  • Upload project documentation to the FEMA Grants Portal
  • Minimum 5 years of experience managing FEMA PA projects or federal disaster recovery programs
  • Strong understanding of the full FEMA PA lifecycle including project formulation, obligation, implementation, and closeout
  • Demonstrated ability to lead complex documentation efforts across multiple concurrent projects
  • Proficiency with Microsoft Office Suite, project management platforms, and the FEMA Grants Portal
  • Ability to work independently as a 1099 contractor and manage client relationships
  • Project Management Professional (PMP) certification
  • Experience supporting applicants through FEMA appeals, audits, or final inspections
  • Background in emergency management, public administration, or civil engineering
