Regulatory Compliance Analyst

From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Regulatory Compliance Analyst to support applicants participating in FEMA’s Public Assistance (PA) program. This consultant role focuses on documentation oversight, policy compliance, audit preparation, and grant lifecycle coordination across all phases of the FEMA PA program.

  • Review project documentation for compliance with FEMA PA policy (PAPPG) and 2 CFR Part 200
  • Identify regulatory gaps, documentation deficiencies, and audit vulnerabilities
  • Prepare compliance checklists, finding narratives, and corrective action recommendations
  • Support applicants in responding to FEMA RFIs, appeals, and audit inquiries
  • Coordinate with project managers, program advisors, and technical staff to resolve compliance issues
  • Maintain organized, audit-ready compliance documentation across the project portfolio
  • Monitor evolving FEMA policy updates and communicate impacts to applicant teams
  • Upload compliance documentation to the FEMA Grants Portal
  • Minimum 3 years of experience in FEMA PA compliance, federal grant compliance, or public sector audit support
  • Deep understanding of FEMA PA policy (PAPPG), 2 CFR Part 200, and applicable federal regulations
  • Experience preparing compliance documentation and responding to regulatory inquiries
  • Proficiency with Microsoft Excel, Adobe Acrobat Pro, and document management platforms
  • Ability to work independently as a 1099 contractor and manage complex documentation requirements
  • Certified Grants Management Specialist (CGMS) or similar credential
  • Experience supporting OIG audits, FEMA desk reviews, or closeout reviews
  • Background in public administration, accounting, or legal compliance
