Senior Program Advisor

FEMA Public Assistance | Remote | 1099 Independent Contractor

From initial scoping through final closeout, we work closely with applicant teams to interpret federal requirements, organize documentation, and respond to evolving recovery needs.

We are actively seeking an experienced Senior Program Advisor to provide high-level advisory support for applicants navigating FEMA’s Public Assistance (PA) program. This consultant role requires advanced knowledge of FEMA PA policy, documentation strategy, audit preparation, and strategic grant lifecycle coordination for complex projects and portfolios.

  • Serve as the senior point of contact for complex or high-value FEMA PA applicant engagements
  • Provide strategic guidance on project formulation, documentation strategy, and policy interpretation
  • Review and quality-check work product from project managers, analysts, and technical specialists
  • Lead applicant preparation for FEMA desk reviews, audits, and closeout processes
  • Support appeals development including narrative strategy, evidence compilation, and regulatory analysis
  • Identify portfolio-wide risk areas and recommend proactive remediation strategies
  • Maintain senior-level relationships with applicant leadership teams
  • Contribute to internal knowledge development, training materials, and process improvement
  • Minimum 7 years of experience in FEMA PA program management, federal disaster recovery, or closely related advisory roles
  • Advanced knowledge of the FEMA PA Applicant’s Guide, PAPPG, and 2 CFR Part 200
  • Demonstrated experience managing complex, multi-project applicant engagements
  • Strong written and verbal communication skills with the ability to translate technical policy for non-specialist audiences
  • Ability to work independently as a 1099 contractor at a senior advisory level
  • Former FEMA employee, state recipient staff, or applicant project officer experience
  • Experience developing or presenting FEMA appeals, special considerations requests, or program narrative strategies
  • Advanced degree in emergency management, public administration, or related field
