Founder & Principal Consultant
As Founder and Principal Consultant of The McGee Method, Chase advises public entities and nonprofit organizations on FEMA Public Assistance strategy, grant management, closeout, pre-event planning, and applicant training. His work centers on resolving complex recovery issues and advancing projects toward obligation.
Chase brings more than a decade of experience across FEMA Public Assistance and other federally funded recovery programs. He has supported recovery efforts in environments where funding outcomes depend on rigorous analysis, strategic documentation, and sustained coordination between program stakeholders.
His background includes assignments supporting the U.S. Virgin Islands STEP and EnVision Tomorrow programs, the 2018 Camp Fire recovery, and Puerto Rico recovery efforts under CIVIX in support of the Central Office of Recovery, Reconstruction and Resiliency (COR3). In total, his assignments have supported FEMA Public Assistance portfolios of approximately $1.2 billion, with more than $800 million focused on closeout and validation.
As a Program Delivery Manager under the FEMA Public Assistance Technical Assistance Contract, Chase has led project formulation, eligibility analysis, stakeholder alignment, and technical issue resolution across multiple disaster assignments. He is frequently asked to support projects that have stalled due to complex regulatory challenges and to help establish compliant resolutions.
In Puerto Rico, he served in closeout roles supporting COR3, where he helped resolve discrepancies, inform funding recommendations, and train personnel in standardized closeout execution.
His broader field experience includes recovery work tied to hurricanes, floods, wildfire operations, emergency protective measures, and other federally supported initiatives across Louisiana, Florida, Nebraska, Tennessee, and beyond.
His work includes readiness planning and targeted training that build documentation discipline before disasters occur, so applicants have the records they need when recovery begins. This preparation reduces deobligation risk, speeds up project submissions and obligations, and makes closeout more straightforward.
Chase has received formal recognition from FEMA leadership for exceptional dedication to mission delivery and for helping applicants navigate complex Public Assistance issues. He has also been recognized by CIVIX/COR3 leadership for closeout performance on a Category B portfolio exceeding $300 million, along with recognition from the Office of Senator Dwayne M. DeGraff for service and commitment to community recovery.

Alana Oglesby is a senior member of The McGee Method with more than 32 years of professional experience and over 30 years dedicated to FEMA Public Assistance. Across that career she has supported municipalities, school districts, nonprofits, and special government agencies through some of the nation's most significant disaster recoveries, working both the applicant and government sides of the program. Her depth spans the full life of a recovery, from initial damage assessment and project formulation through eligibility determination, grant management, and final closeout. That breadth gives her a steady, practiced perspective on the questions applicants face long before they have to ask them.
Alana has served as a Program Delivery Manager supporting applicants through Hurricanes Ian, Idalia, Michael, and Sally, and as a Task Force Lead PDMG for Hurricane Harvey, guiding municipalities, school districts, nonprofits, and special government agencies. Her experience reaches back more than three decades, across recoveries including Hurricanes Katrina, Rita, Wilma, Sandy, Andrew, and many others spanning Florida, Texas, Louisiana, Iowa, and New Jersey. She is fluent in both FEMA's current and legacy Public Assistance delivery models and has worked across Categories A, B, C, E, and G.
Over her career she has held nearly every role the program demands: Public Assistance Coordinator, State Applicant Liaison, Closeout Specialist, Debris Monitor Supervisor, Planning Manager, Grants Manager, State Review Specialist, Contract Auditor, and Team Leader. In Iowa she was instrumental in the eligibility determination of approximately $564 million across more than 4,500 Project Worksheets, managed over 130 eligible private nonprofits statewide, and coordinated a team of ten Project Specialists. She has also developed and delivered Public Assistance training for applicants and for state and local government personnel, and has researched, written, and submitted subgrantee appeals to FEMA. Her expertise includes project formulation, eligibility analysis and FEMA policy interpretation, private nonprofit determinations, closeout and audit support, and a working command of 44 CFR Part 206 and the Robert T. Stafford Act.
Across three decades, Alana has earned the trust of applicants, state agencies, and FEMA alike for her precision, her command of policy, and her ability to carry the most complex projects to clean closeout. She has supported notable subgrantees including Terrebonne Parish, the Archdiocese of New Orleans, and the Delgado, Nunez, and Louisiana Technical Community Colleges, and her work training others has helped raise the standard of practice for the applicants and personnel she has guided.
