Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The EHP Documentation Specialist gathers and organizes information supporting environmental and historic preservation review of Public Assistance projects. The role coordinates documentation requests, tracks review and condition status, and maintains records supporting implementation and closeout.

The Specialist identifies documentation and coordination needs but does not independently issue environmental clearances, conduct agency consultations, or perform specialized studies.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Compile project locations, maps, photographs, scopes, facility age information, and ground-disturbance details.
  • Gather available permits, prior studies, technical reports, and relevant project records.
  • Coordinate EHP information requests with applicants and technical personnel.
  • Track review status, outstanding questions, documented conditions, and applicable approval records.
  • Communicate unresolved review or condition issues to project leadership before affected work proceeds.
  • Flag scope, design, location, or construction-method changes requiring additional review coordination.
  • Gather potential historic-property, floodplain, wetland, habitat, or other resource questions.
  • Identify permit, consultation, or specialist-study documentation needs for escalation.
  • Organize evidence documenting implementation of applicable project conditions.
  • Maintain correspondence and coordinate records needed for amendments and closeout.
  • Submit deliverables through MDCG’s designated review process.

Required Qualifications

  • Minimum of five years of relevant environmental or historic preservation documentation and review-coordination experience.
  • Demonstrated experience supporting EHP documentation for FEMA-funded projects.
  • Working familiarity with EHP review concepts and the limits of documentation-support authority.
  • Ability to interpret scopes, maps, location information, and technical records.
  • Strong organization, writing, and conditions-tracking skills.
  • Ability to recognize issues requiring qualified environmental or preservation review.
  • Proficiency with Microsoft Office, PDF tools, and electronic document systems.

Preferred Qualifications

  • Experience supporting FEMA Public Assistance EHP documentation.
  • Familiarity with environmental review and historic preservation processes.
  • GIS or mapping experience.
  • Relevant environmental science, planning, historic preservation, or emergency management training.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged computer work reviewing and organizing records.
  • Ability to travel and participate in accessible site visits when required.
  • Ability to work extended schedules for project review deadlines.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office or client setting, or at project sites.
  • Assignments involve multidisciplinary coordination and evolving project scopes.
  • Field visits are subject to access restrictions and safety procedures.
  • Travel requirements will be identified for the assignment.
