Public Assistance resources for all 50 states, the District of Columbia, and five territories, across the ten FEMA regions.
Search by state, agency, or FEMA region to find the office that administers Public Assistance where the organization is located.

Public Assistance reaches local governments, Tribal governments, and private nonprofits through a recipient, which for most states is the state emergency management agency. This directory lists the recipient agency for each state, the District of Columbia, and five territories, along with its Public Assistance page where one is published, its FEMA region, and recent declarations.
What the regulation says
“You are the grant administrator for all funds provided under the Public Assistance grant program.”
Source: 44 CFR 206.202(b), eCFR
Our plain-language reading
The regulation addresses the state as recipient. The recipient passes Public Assistance funds to subrecipients, sends each Request for Public Assistance to FEMA, and is the office that tells potential applicants about the program after a declaration.
What FEMA says
“The Federal Emergency Management Agency consists of ten regions in the continental United States and territories.”
Source: FEMA, Regions
Our plain-language reading
Each state and territory falls within one of these ten regions. The region number on each card shows which FEMA regional office works with that recipient.
