Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Hazard Mitigation Specialist develops Section 406 mitigation proposals supporting Public Assistance projects. The role identifies risk-reduction opportunities, distinguishes mitigation from base repairs and applicable codes-and-standards upgrades, and develops scopes, technical narratives, and cost-effectiveness documentation.

When required, the Specialist performs Benefit-Cost Analyses using FEMA-approved methodologies and tools. Assignments involving other mitigation programs will be separately defined. The work produces mitigation proposals that are clearly scoped, technically supported, and documented for review.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Identify mitigation opportunities using damage, facility, repair, and hazard information.
  • Evaluate proposed measures’ relationship to damaged elements and applicable Section 406 requirements.
  • Coordinate technical-feasibility review and develop scopes and supporting narratives.
  • Distinguish base repairs, applicable codes-and-standards upgrades, and proposed mitigation.
  • Review supporting code provisions and coordinate unresolved engineering or policy questions.
  • Compare mitigation alternatives when appropriate and document differences in cost and anticipated risk reduction.
  • Identify and document the applicable cost-effectiveness pathway.
  • Perform BCAs when required using FEMA-approved methodologies and tools.
  • Validate applicable inputs, including damage history, hazard information, costs, useful life, maintenance costs, and anticipated avoided losses.
  • Document sources, assumptions, calculations, implementation considerations, and limitations.
  • Check analysis consistency and avoid unsupported or duplicated benefits.
  • Coordinate engineering information, mitigation estimates, and EHP input.
  • Maintain consistency among the proposal, scope, estimate, and analysis and prevent duplicated costs.
  • Prepare complete proposal packages, respond to review comments, and track conditions and revisions.

Required Qualifications

  • Minimum of five years of relevant hazard mitigation project-development or review experience.
  • Demonstrated experience developing or reviewing Section 406 mitigation proposals supporting FEMA Public Assistance projects.
  • Strong working knowledge of applicable Public Assistance mitigation requirements.
  • Ability to distinguish mitigation from repair work and applicable codes-and-standards upgrades.
  • Demonstrated experience performing BCAs using FEMA-approved methodologies and the FEMA BCA Toolkit.
  • Ability to select and document applicable cost-effectiveness approaches.
  • Experience preparing technical narratives and supported proposal documentation.
  • Ability to identify technical-feasibility questions requiring qualified professional review.
  • Applicant-side mitigation consulting experience.
  • Experience with public buildings, utilities, roads, or drainage systems.
  • Experience comparing mitigation alternatives and addressing agency review comments.
  • Familiarity with FEMA Grants Portal.
  • Relevant FEMA BCA or mitigation training.
  • Proficiency with Microsoft Excel, Word, PDF tools, and electronic records.
  • Must be available to travel within 48 hours of notification when required to meet client needs.

Preferred Qualifications

  • Relevant engineering, planning, construction, or emergency management education.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged computer work developing proposals, reviewing technical records, and performing analyses.
  • Ability to travel and participate in site visits in accessible project areas.
  • Ability to work extended schedules when required.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office or client setting, or at project sites.
  • Assignments involve detailed technical data, incomplete source information, and time-sensitive review requests.
  • Field visits are subject to safety procedures and may require personal protective equipment.
  • Work requires coordination with applicants and multidisciplinary technical personnel.
