Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Public Assistance Closeout Specialist prepares projects for closeout by reviewing completion records, reconciling final costs when applicable, and coordinating resolution of outstanding requirements. The role applies the closeout procedures appropriate to the project, award, and disaster rather than treating every project as subject to the same actual-cost reconciliation.

Working within MDCG’s designated review process, the Specialist prepares supported closeout packages and coordinates applicant responses so projects move through closeout with complete records.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Identify applicable project-specific closeout requirements, recipient procedures, and deadlines.
  • Distinguish applicable small- and large-project completion and reconciliation procedures.
  • Review completion status, approved scope, project amendments, and final work documentation.
  • Reconcile final expenditures to financial and supporting records when required for the assigned project.
  • Identify differences between completed work and approved scope and coordinate necessary review.
  • Track outstanding amendments, time extensions, information requests, and project conditions.
  • Coordinate specialist resolution of outstanding insurance, procurement, EHP, or mitigation issues.
  • Prepare completion documentation, final cost schedules, certifications for authorized applicant execution, and closeout narratives as applicable.
  • Respond to closeout questions and maintain revision and issue-resolution records.
  • Track submission, review, and closeout status without conflating submission with approval.
  • Organize final records and identify applicable retention requirements and unresolved audit matters.

Required Qualifications

  • Minimum of five years of relevant FEMA Public Assistance experience, including final reconciliation and project closeout.
  • Working knowledge of applicable Public Assistance closeout requirements.
  • Ability to distinguish project-specific completion and reconciliation procedures.
  • Ability to reconcile final costs when applicable and explain differences from approved amounts.
  • Experience preparing supported closeout packages and resolving documentation gaps.
  • Ability to identify outstanding requirements and coordinate their resolution.
  • Strong written communication, organization, and analytical skills.
  • Direct applicant-side closeout experience.
  • Experience reviewing large-project final costs and scope changes.
  • Familiarity with FEMA Grants Portal and recipient closeout procedures.
  • Experience supporting audits or records-retention processes.
  • Proficiency with Microsoft Excel, Word, PDF tools, and electronic document systems.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged computer work reviewing project and financial records.
  • Ability to travel for applicant records reviews when required.
  • Ability to work extended schedules for closeout deadlines.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office, or in a client setting.
  • Assignments may involve older records, unresolved discrepancies, and multiple review cycles.
  • Work requires coordination with project personnel and technical specialists.
  • Travel expectations will be identified for the assignment.
