Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Public Assistance Consultant independently develops assigned applicant projects and supporting funding documentation. The role evaluates applicant, facility, work, and cost eligibility; prepares project narratives; and coordinates substantive responses to information requests.

Working within MDCG’s designated review process, the Consultant represents applicants’ interests and integrates specialist input where needed to produce complete, well-supported projects.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Identify the Public Assistance policy, award terms, and disaster-specific guidance applicable to assigned projects.
  • Evaluate applicant, facility, work, and cost eligibility and document the basis for project recommendations.
  • Review records supporting ownership, legal responsibility, facility use, predisaster conditions, and incident-related damage.
  • Develop project narratives, damage descriptions, and scopes using applicant records and field or technical input.
  • Identify documentation needs and explain project requirements and available options to applicants.
  • Coordinate codes-and-standards, repair-versus-replacement, improved-project, alternate-project, and duplication-of-benefits questions when applicable.
  • Prepare substantive responses to information requests and supporting materials for amendments or scope changes.
  • Document unresolved eligibility, scope, and cost issues and escalate complex matters.
  • Coordinate specialist findings and maintain consistency among narratives, scopes, estimates, and supporting records.
  • Participate in discussions with applicants, recipient agencies, FEMA personnel, and other stakeholders.
  • Track assigned deadlines, document revisions, and maintain project records.
  • Update FEMA Grants Portal as authorized and safeguard confidential client information.

Required Qualifications

  • Minimum of five years of relevant FEMA Public Assistance experience, including substantive project development, eligibility analysis, or applicant project support.
  • Strong working knowledge of applicable Public Assistance policy and federal grant requirements.
  • Ability to assess applicant, facility, work, and cost eligibility using supporting records.
  • Demonstrated proficiency using FEMA Grants Portal.
  • Ability to manage assignments independently and produce clear, well-supported written work.
  • Ability to distinguish verified facts, applicant statements, assumptions, and unresolved questions.
  • Sound judgment, professional communication skills, and deadline management.
  • Proficiency with Microsoft Excel, Word, Outlook, PDF tools, and electronic document systems.
  • Must be available to travel within 48 hours of notification when required to meet client needs.

Preferred Qualifications

  • Direct applicant-side consulting experience.
  • Experience with permanent-work projects, amendments, and disputed eligibility or cost issues.
  • Experience supporting governments, schools, hospitals, utilities, tribal organizations, or private nonprofits.
  • Relevant education or training in Public Assistance, emergency management, construction, accounting, or public administration.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged periods sitting or standing at a desk and working on a computer.
  • Ability to travel to client offices and accessible project locations.
  • Ability to work extended schedules, including evenings and weekends, when required to meet deadlines.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office or client setting, or at disaster-affected locations.
  • Assignments involve detailed records, competing deadlines, and multidisciplinary coordination.
  • Field visits may involve variable weather and are subject to applicable access restrictions and safety procedures.
