Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Public Assistance Project Manager manages assigned client engagements and coordinates personnel, schedules, consulting budgets, quality controls, and delivery commitments. The role translates engagement requirements into organized work plans and keeps applicants and MDCG leadership informed.

The Project Manager ensures appropriate technical review, documented client decisions, and timely escalation so engagements stay organized, on schedule, and within scope.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Develop engagement work plans, staffing assignments, schedules, and reporting processes.
  • Monitor deliverables, workload, consulting budget performance, and authorized assignment scope.
  • Maintain visibility into applicant project status while distinguishing recovery-project costs from MDCG’s engagement budget.
  • Coordinate consultants, specialists, and administrative support.
  • Maintain client communication and document decisions, commitments, and approvals.
  • Track critical deadlines, dependencies, review gates, and submission readiness.
  • Maintain engagement risk and issue logs and escalate resource or delivery constraints.
  • Ensure deliverables receive appropriate technical and management review.
  • Coordinate assignment changes through designated authorization processes.
  • Plan staffing continuity, transitions, and handoffs among project development, specialist review, and closeout.
  • Prepare engagement status reports and manage follow-up on unresolved items.
  • Maintain engagement records and safeguard confidential information.

Required Qualifications

  • Minimum of seven years of relevant FEMA Public Assistance or directly related disaster recovery experience, including at least two years managing client engagements or multidisciplinary project teams.
  • Demonstrated responsibility for staffing, schedules, budgets, quality control, and client deliverables.
  • Working knowledge of the Public Assistance project-development and grant-management lifecycle.
  • Ability to distinguish engagement-management decisions from specialist technical judgments.
  • Experience managing scope changes, delivery risks, and escalation processes.
  • Strong leadership, communication, organization, and decision-documentation skills.
  • Proficiency with Microsoft Excel, Word, Outlook, project trackers, and electronic document systems.
  • Must be available to travel within 48 hours of notification when required to meet client needs.

Preferred Qualifications

  • Direct applicant-side consulting management experience.
  • Experience managing geographically dispersed multidisciplinary teams.
  • Experience overseeing multiple applicants or project portfolios.
  • Relevant project-management training or certification.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged desk and computer work.
  • Ability to travel to client offices, meetings, and accessible project locations.
  • Ability to work extended schedules, including evenings and weekends, when required for engagement delivery.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office or client setting, or at disaster-affected locations.
  • Assignments involve frequent communication, competing priorities, and resource decisions.
  • Work requires collaboration with dispersed personnel and recovery stakeholders.
  • Site visits are subject to applicable safety and access requirements.
