Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Senior Public Assistance Consultant leads complex project-development work, prepares technical recommendations, and reviews substantive analyses and deliverables. The role addresses difficult eligibility, causation, scope, and cost issues and mentors project-development personnel.

Working within MDCG’s designated review process, the Senior Consultant connects project facts, applicable policy, technical findings, and available options into clear recommendations.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Lead assigned complex Public Assistance project analyses.
  • Evaluate applicable policy and disaster-specific guidance and document the basis for recommendations.
  • Prepare written issue analyses identifying facts, evidence gaps, policy considerations, alternatives, and recommended actions.
  • Develop supporting analyses for disputed damage causation, eligibility, scope, and cost issues.
  • Review project narratives, amendments, information responses, and complex funding documentation.
  • Support appeals documentation and other contested submissions within the assigned scope.
  • Integrate engineering, estimating, mitigation, EHP, procurement, and insurance findings.
  • Identify unsupported assumptions, inconsistent analyses, and matters requiring counsel or licensed technical professionals.
  • Present findings and recommendations to applicants and recovery stakeholders.
  • Mentor consultants and provide actionable technical feedback.
  • Maintain review records and identify technical risks affecting assigned deadlines.
  • Apply MDCG’s designated quality-review process and safeguard confidential information.

Required Qualifications

  • Minimum of ten years of relevant FEMA Public Assistance experience, including complex project development, eligibility and policy analysis, technical review, and preparation of applicant recommendations.
  • Strong working knowledge of applicable Public Assistance policy and federal grant requirements.
  • Demonstrated experience resolving complex project issues and reviewing substantive technical work.
  • Ability to develop recommendations supported by records, technical findings, and policy analysis.
  • Demonstrated experience mentoring technical personnel.
  • Ability to communicate alternatives, limitations, and unresolved questions clearly.
  • Proficiency with FEMA Grants Portal, Microsoft Excel, Word, Outlook, PDF tools, and electronic document systems.
  • Must be available to travel within 48 hours of notification when required to meet client needs.

Preferred Qualifications

  • Applicant-side consulting experience involving contested or high-complexity projects.
  • Experience supporting appeals documentation or complex scope amendments.
  • Experience reviewing projects across multiple disasters or applicant types.
  • Relevant advanced training in Public Assistance or a related technical discipline.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged computer work reviewing records and preparing analyses.
  • Ability to travel to client meetings and accessible project locations.
  • Ability to work extended schedules for time-sensitive technical deliverables.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office or client setting, or at disaster-affected locations.
  • Assignments involve complex records, unresolved issues, and high-priority review requests.
  • Work requires coordination with applicants and multiple technical specialties.
  • Site visits are subject to applicable safety and access requirements.
