Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Site Inspector performs field inspections and gathers the field data that the Damage Description and Dimensions (DDD) is built from for applicant Public Assistance projects. The role records facility characteristics, damaged components, observed conditions, measurements, photographs, and information supporting incident-related damage.

Working within MDCG’s designated review process, the Inspector produces traceable field evidence and flags matters requiring specialist review. The field record gives estimators and project personnel a clear, measured basis for each project’s scope.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Conduct assigned inspections and gather the field data, including damaged components, quantities, and measurements, that the DDD is built from.
  • Record inspection dates, participants, asset identifiers, site access limitations, and inaccessible areas.
  • Collect labeled photographs, measurements, GPS coordinates, sketches, and field notes.
  • Document predisaster design, function, capacity, materials, and component characteristics using available records.
  • Record information about the reported cause and timing of damage and its relationship to the declared incident.
  • Identify indications of preexisting damage, deterioration, deferred maintenance, or other non-disaster conditions for further review.
  • Document completed or ongoing repairs and identify records needed when original damage is no longer visible.
  • Reconcile field observations with the applicant’s damage inventory and flag discrepancies.
  • Distinguish direct observations from applicant statements, records, and unverified information.
  • Flag potential mitigation opportunities and reported codes-and-standards issues for specialist review.
  • Coordinate field clarification and supporting measurements with project personnel and estimators.
  • Follow site-access restrictions, safety procedures, and MDCG’s designated review process.

Required Qualifications

  • Minimum of five years of relevant facility or infrastructure inspection and damage-documentation experience.
  • Construction background with a working understanding of building and infrastructure components, damage components, and field measurement.
  • Demonstrated experience documenting damage for FEMA Public Assistance projects.
  • Ability to collect field data supported by photographs, measurements, sketches, and records.
  • Ability to document predisaster conditions and identify potential non-disaster damage.
  • Ability to read basic plans, maps, sketches, and facility records.
  • Clear report-writing skills and ability to manage field assignments independently.
  • Ability to recognize inspection limitations and matters requiring qualified technical review.
  • Building inspection or engineering technology experience.
  • Experience using GPS-enabled devices and digital measurement tools.
  • Relevant FEMA site-inspection training.
  • Proficiency with mobile documentation tools, Microsoft Office, and electronic document systems.
  • Must be available to travel within 48 hours of notification when required to meet client needs.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Ability to walk and stand for extended periods and navigate accessible uneven terrain and stairs.
  • Ability to bend, reach, and carry assigned field-documentation equipment.
  • Ability to travel to disaster-affected locations.
  • Prolonged computer work preparing reports and organizing inspection records.
  • Ability to work extended schedules, including evenings and weekends, when required.

Work Environment and Environmental Factors

  • Work includes outdoor inspections, client meetings, and report preparation.
  • Locations may involve variable weather, debris, damaged facilities, or active repairs.
  • Site access is subject to safety procedures and restrictions.
  • Fieldwork may require appropriate personal protective equipment.
  • Assignments may involve changing locations and time-sensitive inspection needs.
