Note: This is a consulting position supporting organizations participating in FEMA’s Public Assistance program. It is not a federal government position.

The Training Specialist develops and delivers training that prepares client staff to work within the FEMA Public Assistance program. Training covers the overall Public Assistance process from the Request for Public Assistance through closeout, use of FEMA Grants Portal, and how to create, organize, and retain the documentation the program requires.

Training content reflects Public Assistance policy and guidance as published by FEMA and is reviewed by designated MDCG subject-matter specialists. Training is designed to give staff a practical understanding of program requirements and the processes they will use to document, manage, and support their organization’s recovery projects.

This is an on-call, as-needed position. Work assignments are not guaranteed and are dependent upon contract awards, client needs, project requirements, disaster activity, qualifications, availability, and other business needs. Assignments may be offered as opportunities become available, with periods of inactivity possible between assignments.

  • Develop training on the Public Assistance process, including the Request for Public Assistance, damage inventory, project development, obligation, reimbursement, amendments, and closeout.
  • Develop Grants Portal training covering account access, roles, navigation, uploads, Requests for Information, and status tracking.
  • Develop documentation training for force account labor, equipment, materials, contracts, procurement, and photographs, using the client’s own forms and policies where available.
  • Prepare presentations, participant guides, job aids, exercises, and reference materials.
  • Coordinate technical review of training content with designated subject-matter specialists before delivery.
  • Deliver virtual and in-person training to client finance, public works, procurement, emergency management, and leadership staff.
  • Tailor content to the client’s departments, applicant type, and level of Public Assistance experience.
  • Route project-specific questions raised during training to the appropriate MDCG specialist.
  • Update materials when FEMA policy, the Public Assistance Program and Policy Guide (PAPPG), or Grants Portal changes.
  • Assess learning outcomes, gather participant feedback, and recommend improvements.
  • Maintain training records, attendance, and version history, and safeguard client information.

Required Qualifications

  • Minimum of five years of relevant professional training development and delivery experience.
  • Working knowledge of the FEMA Public Assistance process from the Request for Public Assistance through closeout.
  • Working knowledge of FEMA Grants Portal and Public Assistance documentation requirements.
  • Ability to translate program requirements into clear, practical instruction for non-specialists.
  • Strong presentation, facilitation, writing, and organizational skills.
  • Experience developing learning objectives, job aids, practical exercises, and assessments.
  • Experience supporting FEMA Public Assistance applicants, recipients, or subrecipients.
  • Experience training government, school district, utility, or private nonprofit staff.
  • Experience with emergency management exercises or public-sector training programs.
  • Relevant instructional design, adult education, emergency management, or public administration training.
  • Proficiency with presentation software, virtual meeting tools, Microsoft Office, and electronic document systems.

Employment Arrangement

W-2 or 1099, as applicable to the position and assignment.

Compensation

Compensation will be determined based on relevant experience, qualifications, and assignment responsibilities.

Physical Requirements

  • Prolonged computer work developing materials and supporting virtual sessions.
  • Ability to sit or stand while delivering training.
  • Ability to travel to training locations when required.
  • Ability to work schedules aligned with participant and assignment needs.

Work Environment and Environmental Factors

  • Work may be performed remotely, in an office, or at client training locations.
  • Assignments involve public speaking, event coordination, and content revisions.
  • Work requires coordination with designated subject-matter specialists.
  • Travel and delivery schedules will be identified for each assignment.
